A Broken Framework and Fraud Nightmare
The current U.S. Citizen ID framework rests on the 14th Amendment, ratified in 1868. A baby is born. Parents fill out a form with their names, dates, and family details. The doctor or midwife certifies medical facts. The hospital submits the record to the state vital records office. A birth certificate is issued. Some hospitals take footprints as keepsakes; those prints form no part of the legal record.
This paper-and-central-database process is now trivially exploited. Bad actors on the dark web and beyond deploy AI- and deepfake-enabled driver’s licenses, passports, and Social Security cards to open bank accounts, siphon government benefits, commit loan and credit fraud, and file false tax returns. Digital-assisted document forgeries surged 244% year-over-year during the 2023–2024 period and, at one point, comprised 57% of all document fraud. AI-assisted forgery continues to climb..
Javelin Strategy & Research data show traditional identity fraud losses held near $27.3 billion in 2025 (essentially flat with 2024’s $27.2 billion) and continued to affect roughly 18 million victims. Combined identity fraud and scam losses fell to $38 billion in 2025 from higher 2024 totals, yet new-account fraud victims rose sharply, and account-takeover losses remained above $15 billion with more victims. The personal and psychological damage of wiped-out savings is not captured in the dollar figures.
Biometrics plus blockchain—technologies that already exist—can end this.

The Self-Sovereign Design—Iris + Facial Geometry on Permissionless Networks
Iris and facial geometry offer the strongest practical non-invasive, privacy-preserving biometric foundation for a modern Citizen ID. Iris patterns stabilize early, remain highly distinctive across a lifetime, require no physical contact, and convert cleanly into encrypted mathematical templates rather than raw images. When paired with facial geometry andzero-knowledge proofs, the system can prove “this person is the legitimate holder of this credential” without revealing unnecessary personal data.
At birth (or upon naturalization or return from overseas), the process also includes a one-time DNA swab of the newborn and mother (who must present her own verified Citizen ID). The DNA match confirms biological parentage. Raw genetic material is destroyed immediately afterward; only a privacy-preserving attestation is stored under the child’s exclusive cryptographic keys on the permissionless blockchain. Statute bars any government genetic database.
A biometrically and DNA-anchored Citizen ID issued by state agencies then serves as the secure root for digital Social Security credentials, driver’s licenses, passports, tax filing and storage, government benefits access, and voting. Selective disclosure via zero-knowledge proofs means a bouncer, officer, or border agent sees only what is required—nothing else. Cryptographic keys remain exclusively with the citizen. Only a court order could compel broader disclosure. The same verified, citizen-controlled ID also makes border control dramatically simpler and more reliable.

Dual objectives are clear: sharply reduce identity and document forgery fraud, and create an immutable digital ID fully owned and controlled by the individual citizen—not the government, not corporations, not any centralized authority.
Precedents That Work
Estonia’s digital ID system has long demonstrated that high-trust, widely used electronic identity is practical at national scale. Self-sovereign identity (SSI) pilots around the world continue to mature. The broader decentralized and sovereign identity market is expanding rapidly—estimates place it in the low-to-mid-billions in the mid-2020s, with high double-digit to higher CAGRs projected through the early 2030s—driven by demand for user-controlled credentials, blockchain verification, and privacy-preserving authentication.
These are not theoretical constructs. They are working systems that put control closer to the individual.
Confronting Big Brother (a.k.a., the Antichrist(s)
Every discussion of digital Citizen ID triggers legitimate concerns about centralized control. Those concerns have a real-world exemplar — the Chinese Communist Party’s Social Credit System and its programmable digital yuan (e-CNY). The e-CNY enables real-time tracking of every transaction, expiration dates on money, spending restrictions, and instant freezes tied to political or behavioral scores. That is the Orwellian model we reject.
Our proposal is the structural opposite: decentralized, citizen-owned, zero-knowledge, and secured by cryptographic keys the individual alone holds. Think of it as an Antichrist disruptor—technology that makes the centralized control machine harder, not easier, to impose.
Voting Integrity, Birthright Reality, Taxes, and Benefits
The SAVE America Act (and its predecessors) remains the most hotly debated voter-ID vehicle in Washington. As of early August 2026, the House has passed versions; the Senate has repeatedly blocked or failed to advance them, including a narrow photo-ID measure that fell short of the 60-vote threshold. State-level proof-of-citizenship and ID measures continue to advance independently.

For taxes, the technology already exists for the roughly 90% of Americans who prepare their own returns to use a personalized government AI agent that files accurately and for free. Returns live on a blockchain application visible only to the taxpayer unless a court orders otherwise. This architecture makes political weaponization of the IRS structurally far more difficult—an improvement over decades of documented targeting across administrations. The same credential can manage Social Security and Medicare interactions with the same selective-disclosure rules.
Subsidiarity, Keys, and Decentralized Authority
The Cryptonite approach honors the principle of subsidiarity — problems should be handled at the most immediate competent level—individual, family, community, state—rather than absorbed upward. This is the same ethic reflected in the Tenth Amendment and in classic Catholic social teaching from Rerum Novarum onward. The individual holds the keys. States retain primary responsibility for elections and vital records. Higher authority sets standards and assists, not monopolizes.
